十九世紀末期，我國清朝國力積弱，西歐各國列強大舉入侵中國，搜刮經濟利益，我國沿海各省民間流通的銅幣，大部分都是外國銀元，如墨西哥鷹洋、日本龍銀等。光緒十三年正月，時任兩廣總督的張之洞有見于此，乃上奏朝廷，提議在廣東率先設立錢局，后推行全國，用機器鑄錢，制造銅幣，抵制外國銅幣壟斷我國內之流通。光緒十五年，清廷批準，廣東錢局正式成立，其造幣所需的機器設備，全部需由外國進口。從此我國正式進入機器鑄幣時代，光緒元寶由此誕生。
