據資料記載：清朝咸豐年間（1851-1861年），太平天國農民起義發展迅猛，并在江蘇南京建都，此時清政府賴以鑄錢之用的滇銅（云南省出產的銅料），因道路阻斷而無法運進北京。一方面是鎮壓起義急需大量的軍餉開銷，一方面是鑄錢的原材料告缺，給清政府造成了嚴重的財政困難，最終迫使清政府自咸豐三年開始發行紙幣和改鑄大錢來彌補財政虧空！
