提升國際傳播能力建設也就是在國際上以中國特色社會主義話語體系講述中國故事、傳播中國聲音、展示中國形象，并在中國—時代—世界的多維視域中做立體式的話語表達與文化傳播。推動中國特色社會主義文化國際傳播，可為世界人民謀和平、謀發展、謀幸福提供源源不斷的精神動力，為全世界貢獻中國智慧、提出中國方案。國際傳播能力建設是新時代中國特色社會主義思想的重要組成部分，是意義重大、影響深遠的系統工程。為了提升新時代文化國際傳播能力，我們亟須聚焦時代要求、彰顯中國特色、拓展傳播載體、展現世界意義，更好地使中國特色社會主義文化走向世界、融入世界，并引領世界在新時代的新征程上闊步向前。
萬小剛先生，生于1968年，重慶市黔江區。現為:北京華夏蘭亭書畫院院士、國家一級書法家、農民書畫家、當代書畫名家、中國教育電視臺《水墨丹青欄目組》《名家講堂》簽約藝術家。

萬老師自幼喜歡書畫,二歲時失去了母愛。小時候沒筆,用木棒在大地上書畫。在十一歲時進入了最苦難的日子,十一二歲已經無家可歸,獨自一人浪跡天涯。天涯何處是歸宿,處處無家處處家。一直流浪到十五歲,學會了做生意,有了毛筆,用起了筆畫,但沒人教過,都是亂畫。直到2017年6月10日,開始正式學習書畫,在曹梅、趙磊兩位畫家恩師指點下,用六個月寫出了全國優秀獎,九個月寫下了中國夢想杯銅獎,在書畫界創下了用一年成為書畫家的神話,用最低的文化,在最少的時間,寫出了一個農民一生的夢。
