晚清光緒十三年(公元1887年)，兩廣總督張之洞，為維護清政府的統治，根據清政府的財政情況及對外貿易的需要，奏請清政府，主張自行鑄制銀元“龍洋”。獲準后，于光緒十五年(公元1889年)，在廣東設廠開始制造廣東省光緒元寶，到光緒十六年(公元1890年)，廣東省光緒元寶進入市面開始流通。隨后，張之洞調任湖廣總督，緊接著湖北省立馬步廣東省之后塵，于光緒二十一年(公元1895年)，開設造幣廠制造湖北省光緒元寶。與此同時，天津的北洋機器局也開始制造銀元。見此情況，清政府的一些御史官員先后奏請清政府準許各省仿效廣東、湖北兩省。在清政府“各省一律鼓鑄”的圣旨下后，各省聞風而動，仿效廣東、湖北兩省，爭先恐后的競相設廠制造本省的光緒元寶。

光緒元寶是我國首批引進海外技術的印發流通貨幣，史載當時共十九個省局鑄造。除中央戶部，地點省所鑄銅元，皆在其正面上緣鐫寫省名。其在清朝晚期的產品流通市場上占據著主導地位。
