1935年11月，國民黨政府宣布實(shí)行法幣政策，禁止銀元在市面流通。隨后發(fā)行可在市場上流通的21種版別的鎳幣；但其實(shí)早在1935年初，民國政府已經(jīng)委派美國費(fèi)城造幣廠鑄造伍分，拾分，廿分的鎳幣每種11枚，送交國民政府呈遞樣品。國民政府時期制幣事宜多與美國方面往來，如中央造幣廠之籌建，開工后之管理等皆得力于美方。「船洋」模具自始至終，全數(shù)由費(fèi)城造幣廠供應(yīng)。民國二十四年鎳幣試制亦由該廠為之，民國二十五年起由上海中央造幣廠生產(chǎn)。1935年國際銀價大漲，國內(nèi)經(jīng)濟(jì)日益惡化，國民政府財政部長孔祥熙11月3日宣布實(shí)行法幣政策，從次日起以中央、中國、交通(1936年增加中國農(nóng)民銀行)三銀行發(fā)行的鈔票為法幣，不論個人還是企業(yè)，限3個月內(nèi)將白銀兌換成法幣。

Both individuals and enterprises could convert silver into French currency within three months.
