該幣由意大利雕版師魯爾智·喬治雕模，天津造幣廠鑄造。銀幣的規格為庫平七錢二分，成色高，含銀量為90%。洪憲飛龍銀幣正面為袁世凱九分臉正面及胸像，面部稍左側。袁世凱身著大元帥服，頭戴鷺羽高纓冠，胸前佩戴大勛章。背面中央為飛龍圖案，上面鐫“中華帝國”4字，下面鐫“洪憲紀元”4字，齒邊。
