第三套人民幣于1962年4月20日開始發行,到1974年1月5日全套各面額發行齊全,前后歷經12年時間。這套紙幣全套共計1、2、5角,1、2、5、10元七種面額,含9種基本版別(一角券有3種基本版別)的紙幣。

為了實現全面自力更生,使人民幣紙幣完全國產化,并且出于不斷更新換版,預防敵對勢力偽造的考慮,早在1955年初第二套人民幣剛發行時,中國人民銀行便著手組織規劃設計新一代人民幣紙幣設計方案。1959年1月23日,中國人民銀行總行向國務院上報了《關于更換新版人民幣的請示》;2月14日,又將新版人民幣設計畫稿的主題思想上報中央政治局審閱。周總理閱后作了十分詳細認真的批示,提出了很多修改意見。遵照總理的批示,由中央美術學院和中央工藝美術學院羅工柳、侯一民、王式廓、周令釗等專家主持,組建了包括印制系統各專業技術人員的新版人民幣紙幣設計繪制小組。經過美術專家和印刷專業技術人員的密切合作,反復修改,制訂出一套新的人民幣紙幣設計方案。

In accordance with the instructions of the premier, a new RMB banknote design and drawing team was set up under the chairmanship of Luo Gongliu, Hou Yimin, Wang Shikuo and Zhou Lingzhao from the Central Academy of fine arts and the Central Academy of Arts and crafts. Through the close cooperation of art experts and printing professionals and technical personnel, a new set of RMB banknote design scheme has been worked out.
