光緒年間，閩省所需銀元均由粵省供應，維因路途遙遠，往返費時，運匯多費，勞民傷財。閩督準商人孫利用集股購機，就在閩地試鑄。未幾奉戶部令，不準商人附搭股本或自行鑄造。后擬委派閩籍浙江候補知縣孫葆辦理，由善后局、鹽道籌款續鑄。后因局庫支絀，無款撥給而作罷。光緒二十六年(1900年)，委藩司張曾、鹽法道楊文鼎督辦局務，辦理接受機器廠房、物料等事宜。其鼓鑄費用均由該司、道設法籌款。鑄成后發商行用。閩省自接辦后改為“福建銀元局”。往后所鑄銀元，其幣上端均書“福建官局造”，與他省截然不同。
