民國四年十二月，袁世凱稱帝，云南都督府唐繼堯和蔡鍔將軍率先發動護國起義，組織護國軍誓師討袁，全國響應。袁世凱被迫于民國五年三月二十二日宣布取消帝制。同年五月八日，護國軍在廣東肇慶成立軍務院，推舉唐繼堯為撫軍長，岑春煊為撫軍副長，梁啟超為政務軍委員長，陸榮廷、蔡鍔、李立鈞、劉顯世、陳炳昆等為撫軍。
