第三套人民幣開始發行于1962年，但是從1955年由中國人民銀行開始了調查、方案的制定工作，歷經了4年多的時間，1角、2角、1元、2元、5元券逐步開始投入生產，第一批發行的是棗紅色1角人民幣。當時政治氛圍敏感，對人民幣的設計更是慎之又慎，其中5角券的票面設計經過多次修改上報，最終在72年才被批準;10元券的票面設計因圖案和水印內容多次修改，直到65年才被批準。
