辛亥革命爆發(fā)后，北洋新軍創(chuàng)始人袁世凱竊取了革命果實(shí)，成為中華人民共和國(guó)的總統(tǒng)，隨后又進(jìn)行復(fù)辟帝制的活動(dòng)。北洋政府鑒于當(dāng)時(shí)鑄幣、紙幣十分復(fù)雜，流通的中外貨幣在百種以上，規(guī)格不一，流通混亂，折算繁瑣，民眾積怨，同時(shí)也想借助貨幣改制以解決軍費(fèi)問(wèn)題，便決定鑄發(fā)國(guó)幣。
