1911年10月在辛亥革命的歷史大背景下,以保路運動為開端,12月四川省宣布獨立,建立大漢四川軍政府。尹昌衡出任軍政部長,被推為都督后,組織軍政府。為滿足軍需和保路運動的需要,同時也為了維持政府開支,于1912年起,四川成都造幣廠奉軍政府之令,更換前清龍紋銅元舊模,雕版民國銅元新款,正式開鑄“軍政府造四川銅幣漢字銀元”,開鑄之初僅發(fā)行十文、二十文兩種錢幣。同年5月,又添鑄當五十文一種,當年計鑄十文銅元6055萬余枚,二十文銅元1247萬余枚,五十文銅元935萬余枚。"軍政府造四川銅幣"是辛亥革命時期的產(chǎn)物。1911年12月發(fā)生"成都兵變",以尹昌衡、羅綸為正副都督的四川軍政府取代了成立僅12天的大漢四川軍政府。新的四川軍政府成立之初即面臨著需用日繁、度支日絀的財政困窘局面。軍政府迅速接管了四川成都造幣廠,決定鑄造"四川銅幣"以應(yīng)急。
