戶部造幣廠是目前我國歷史最悠久的造幣廠，主要生產流通銅幣、金銀幣等。據文獻記載，光緒二十二年，根據盛京將軍依克唐阿的奏請，批準設立并籌建戶部機器局以鑄造機制銀幣，從德國進口鍋爐和以蒸汽機為動力的鑄幣機器，于光緒二十三年(1897年)戶部機器局正式建成。“戶部制造銀元總局”的前身，是“戶部機器局”。光緒二十四年至二十六年(1898-1900年)，曾先后附鑄銀幣和機制銅錢。光緒二十六年(1900年)義和團運動爆發，戶部機器局毀于戰火，后來應市面之需，戶部在機器局原址重建造幣廠，名為“戶部銀元總局”，專產銀幣銅元。光緒二十九年七月(1903年)，廠竣開工，鑄發銀幣及銅元。

清朝末期銅錢價格劇漲，百姓毀普通錢幣，為提高銅錢價格，以獲得數倍利益，市面出現錢荒。廣東因停鑄制錢，市面制錢日乏，小額流通十分不方便。為救錢荒，同時受香港銅元及外幣影響，光緒26年6月，兩廣總督德壽與前總督李鴻章奏準廣東仿香港銅仙鑄造機制銅元。故清代機制銅元的鑄造由廣東伊始。繼而福建、江蘇、四川等省相繼仿鑄銅元。
戶部造級別很高，因而十分珍罕。且因清代以來國內經歷了多場戰爭，戶部造光緒元寶損失嚴重，至今，其數量已經極其有限，乃鳳毛麟角般存在，極其寶貴。
下圖便是垚舜有幸見征集到的一枚戶部光緒元寶十文，錢幣珠圈內鈐有光緒元寶四字，上鈐有大清銅幣滿文，左右戶部二字，下鈐有當制錢十文，標明錢值。背面鈐有四爪飛龍，上鈐有HU POO，下鈐有英文紀值“TENCASH”;中央的飛龍自上至左向右環繞一周，龍頭置上，兩根龍須下垂，鼻梁突起，兩眼炯炯有神，龍紋精細，火球在下。其圖案圓潤凸起，錯落有致，有立體雕塑之感。光緒元寶承載著一個時代的社會背景和文化特色，深受歷史熏陶。此幣銅質細膩，呈色亦佳，品相較好，錢文清晰，有一定的收藏價值!
