辛亥革命以后,袁世凱就任"臨時大總統"之職,后又成為正式大總統。當時,為了鞏固國內政局穩定,發展民族經濟,也為"制憲"和"稱帝"作準備,于是毅然決定在全國"統一幣制"。1912年4月袁世凱出任大總統。北洋政府鑒于當時鑄幣、紙幣十分復雜,流通的中外貨幣在百種以上,規格不一,流通混亂,折算繁瑣,民眾積怨,同時也想借助貨幣改制以解決軍費問題,便決定鑄發國幣,國三年(1914年),北洋軍閥政府正式鑄造袁世凱頭像銀幣,俗稱“袁大頭”。“袁大頭”由天津造幣廠首先開鑄,其后南京、廣東、武昌、甘肅等地的造幣分廠陸續鑄造。“袁大頭”為民國的通行貨幣。
