第三套人民幣從1955年就開始組織調查，制定方案。1959年1月23日，中國人民銀行總行第一次向國務院上報關于更換新版人民幣的請示，2月14日，又將新版人民幣設計畫稿的主題思想上報中央政治局各位領導審閱，周總理作了十分詳細認真的批示，提出了很多意見。在中央美術學院和中央工藝美術學院專家羅工柳、王式廓、周令釗、侯一民、陳若菊、鄧澎等主持下，組成由印制系統專業技術人員張作棟、石大振、賈鴻勛、劉延年、沈乃镕等參加的設計繪制小組。經過美術專家和印制專業技術人員的密切合作，反復修改，設計出了新方案。1959年6月6日，中國人民銀行總行再次上報設計修改稿。這期間，除10元券和5角券外，其他面額的票券設計方案均被批準并已陸續投入生產。10元券因正背面圖案及水印內容沒有確定，其方案經反復修改，直至1965年6月18日才被中央批準，故年號也改成了“1965”年；5角券因1959年周總理審批設計稿時提出“角券中是否用一個輕工業”的意見，也一直沒有定稿，至1972年7月24日才上報設計稿樣，7月26日國務院批準。因此票面年份也改成了“1972年”。第三套人民幣上的漢字行名仍沿用馬文蔚的書體，但漢字面值改成了印刷宋體字。

Because the design and watermark content of the front and back of the 10 yuan coupon were not determined, the scheme was repeatedly revised until June 18, 1965, and the year number was changed to "1965"; In 1959, when Premier Zhou examined and approved the design draft, he put forward the opinion of "whether a light industry should be used in the design draft", and the design draft was not submitted until July 24, 1972, and was approved by the State Council on July 26. Therefore, the face date was changed to "1972". The line names of Chinese characters in the third set of RMB still follow the book style of Ma Wenwei, but the face value of Chinese characters is changed to printed Song Style.
