宣統二年(1910)四月，清政府公布的“幣制則例”，由于沿襲光緒風格的“宣統年造”宣統二年“水龍”系列，這套由維也納造幣廠雕模的方案，雖然雕刻精巧，但由于圖案、輔幣部分二角五分存在幣值換算等問題，最終未能獲得清廷承認。
In April of the second year of Xuantong (1910), the Qing government announced the "Currency System Rules". At this time, Tianjin Mint General Factory was ordered to prepare for casting the national currency. This "Signature Edition of Qing Silver Coin' Long Xu Long' in Xuantong Three Years" was minted in 1911, which is a unified currency system of the Qing government.
