獎(jiǎng)牌呈圓形。正面是一寬一窄兩道外圈，圈內(nèi)右面從上到下寫“農(nóng)工商部制”五字，左面與之對(duì)應(yīng)的是五個(gè)滿文字母，兩種文字中間上下有兩個(gè)圓點(diǎn)。背面同是兩道外圈，但比正面外圈稍寬。兩條龍（左龍頭12須，尾6須，系公龍；右龍龍頭11須，尾5須，系母龍。公龍龍齒有“F”狀造型；母龍龍齒則是素身）以豎立的姿態(tài)面對(duì)面地躍身立于圈內(nèi)，龍口中間，是一個(gè)形象飽滿的太陽星，呈現(xiàn)出了兩龍爭(zhēng)星的局面。星下寫“二等”二字。九朵祥云分別鑲于龍的頭部、背部、腹部、臀部和尾部。其中八朵云是成雙成對(duì)，一朵是單擺，體現(xiàn)出了龍（中國）九五之尊的身份。龍身下則是五座山，有“五岳”之意，寓意中國的東、南、西、北、中五座大山。
