北洋造光緒元寶庫平七錢二分是由北洋銀元局鑄造發行流通于世的。北洋銀元局的前身為北洋機器局，是中國早期的現代化兵工廠，由北洋 三口通商大臣崇厚等人于1867年創辦，1870年由李鴻章接辦。光緒十三年，李鴻章創建附屬于北洋機器局的機器鑄錢局（寶津局），鑄造機制幣，之后有一段時間停鑄，直到光緒二十五年，清政府又準許北洋機器局繼續鑄造銀幣，并更名為北洋銀元局，其后鑄造的銀幣改為“北洋造”。北洋鑄造的這一系列銀幣由于不便于流通使用，鑄造發行量不多，歷經百年存世量也隨著稀少起來，屬于珍稀銀元。
