老紀特郵票指新中國成立以后到“文革”期間開始發行“文革”郵票為止，其間所發行的紀念郵票和特種郵票的統稱。

從1949年10月8日，新中國發行的第1套紀念郵票《慶祝中國人民政治協商會議召開》開始，郵政部門即在郵票的底邊位置注明了郵票的序列號，全套枚數等信息內容，其中紀念郵票使用“紀”字打頭，特種郵票用“特”字打頭，這也是老紀特郵票得名的來由。這種在每枚郵票上加注志號的形式，在世界郵票史上，大大的方便了國外集郵者的收藏和研究，贏得了廣泛的好評。

老紀特郵票一般的可以劃分為兩個時期：舊幣值時期和新幣值時期。舊幣值時期以第1套人民幣幣值為單位，標注郵票價格，其中早的幾套紀念郵票還使用過“中華人民郵政”的稱謂。后來若干套早期的品種，由于發行量較小，無法滿足集郵者的需要，經過改版后再次發售，被稱作“再版郵票”。
以1955年6月發行，面值8分的紀31《中國紅十字會成立五十周年紀念》郵票為標志，老紀特郵票進入了新幣值時期，一直延續至文革以后。
