光緒三十年(1904年)，江南局造幣中廠尚未開鑄.東西兩廠從光緒二十九年(1903年)十二月初停止代江蘇省鑄造銅元后，于光緒三十年二月二十八日開工鑄造本省甲辰當十光緒元寶銅元，東西兩廠每日鑄造額為100萬枚。仍感不夠使用,便致力于中廠開工，又于四月份議就在上海制造局添置機器，制造銅元，四月二十二日以張廷杰為總辦，七月份派鄧矩在上海購辦機器，同時又在揚州擇地籌建鑄錢局，想增加銅元的鑄造量。這樣，江南鑄錢局此時地分三處廠有五家，九月份欽差寧良到江南鑄錢局，向皇宮報告了鑄造銅元的效益，十月十四日委派潘學祖為總辦，薛振基為正提調將江南局改名為江南戶部造幣分廠。到十一月周馥江督認為多一局廠，多一筆費用，擬將上海制造局添置的機器，以及預備在揚州所購機器全部遷往江南局歸并在寧廠制造銅元。
