張官新，書畫名：凡塵居士，生于1950年2月14日，文革前畢業于重慶十七中學校，四川美院進修一年。擅長山水畫、花鳥畫、水粉畫、油畫等,文革期間1967-1974年在家練習書畫全課程，曾以畫毛主席肖像在住家的上新街馬鞍山小有名氣。期間主修：毛筆書法體：柳公權楷書“玄秘塔”、顏真卿“多寶塔碑”、趙孟順“仇鄂碑銘卷”、王羲之行書“蘭亭序”以及“中國山水畫、花鳥畫”、“一禪居士山水技法”等基礎教材。
張官新第一次入獄于1975年，因為時代背景原因做零售生意被判以“投機倒把”罪名。第一次服刑期間因有“書畫特長”從進監獄的第一天起就以“書法、繪畫”作為勞動改造，為監獄的“板報”、“墻報”、“展報”書法、繪畫工作做出了極大貢獻，為此，其減刑兩年于1983年底出獄。
出獄后時逢改革開放，于1984年3月，將其個人作品：書法家、山水畫、花鳥畫、肖像畫等想重慶市渝中區工商局申請辦理：“官新美術社”。經區工商局經辦人與領導在會議大廳審核作品后，很快辦理了渝中區首家私人私人“官新美術社”，主營：字畫、工藝、美術。于1984年4月正式掛牌營業。至1998年底，14年間，個體經營從50元開始，先后成立了：“重慶市渝中區美術裝飾廠紅黃藍門市”、“重慶市渝中區美術裝飾廠”、“重慶渝中區快捷商行”、“重慶渝中區百壽堂藥業”、“重慶渝中區百壽堂二門市”、“重慶五一裝飾發展有限公司”。注冊資金1518萬元，法人經系張官新本人，并榮獲“渝中區五十強企業”、“政協委員”、“解放碑私營協會會長”。
1999年，因為官商關系處理不當原因以“集資詐騙”罪名被沒收所有財產進入監獄服刑。第二次入獄張新官在獄中擔任書畫組組長，指導、安排、帶領成員完成監獄的全部書畫作品。個人完成書畫作品數百上千件，且作品幾十幅被刊登在“重慶育苑”“重慶市首屆服刑人員書畫大獎賽作品集”、“南獄訊”“重慶監獄板”等，數次榮獲個人一等獎、二等獎。服刑期間，因為表現優異，作品很受歡迎，被監獄先后7次減刑，從無期徒刑到出獄，僅服刑13年8個月，于2013年9月出獄。前后兩次入獄共計23年，其個人書畫作品幾乎都留在了獄中。人稱“監獄畫家”。
此畫作名錦繡江山圖，十五米長卷，于庚子年所作。作者以“咫尺有千里之趣”的表現手法和精密的畫法，描繪了祖國的錦繡江山。畫中所繪千山萬壑爭雄兢秀，江河交錯，煙波浩淼，氣勢十分雄偉壯麗，樹木蔥蘢，妍麗色彩令人心曠神怡，有屋宅靜立其間，門前小路彎彎，河流潺潺，流露無限愜意之情。整幅作品筆墨生動，意境清雅，閑賞怡情，久賞悅心。整個畫面有濃有淡，有靜有動，清雅又不失俊美。整幅佳作筆意靈動，色彩秀麗，具有立體感和空間感，令人賞后可居可游。
