民國成立后，銀元流通狀況混亂，種類繁多，成色不一，難于統(tǒng)一管理。為了鞏固國內(nèi)政局穩(wěn)定，發(fā)展民族經(jīng)濟，也為“制憲”和“稱帝”作準(zhǔn)備，袁世凱發(fā)布《國幣條例》，毅然決定在全國“統(tǒng)一幣制”。是時，中華民國三年“袁大頭”銀元問世。

民國三年鑄造的袁世凱銀幣有很多不同的版本，在正面的圖案是基本相同的，但是在背面的圖案和一些細節(jié)方面還是有所不同的。“年”字后沒有“造”字，其他年版都在“年”字后面有一“造”字。三版“民”字中有一“點”，而其他年版民字無“點”。
