造幣總廠于光緒三十一年(1905年)在天津大經路(今中山路)竣工開機，當時北洋銀圓局仍在生產銀圓，故先行制作銅元。開制初期“機器未免行澀,人手亦未熟諳,出數尚少”。籌設時原名“鑄造銀錢總廠”,隨即改為“戶部造幣總廠”。次年戶部撤改為度支部,廠名因此改稱“度支部造幣總廠”。翌年開始制造銀圓,但因幣制未定沒有發行。光緒三十四年(1908年)正月才再造銘文“造幣總廠”的“一圓”、“二角”、“一角”銀圓3種,其成色及重量雖然規范,但在幣制未定的情況下,“以無條理之計劃,欲挽回已墜之信用”是徒勞無功的,只是增加種市價較高卻無統一能力的貨幣。

The next year, silver yuan was made, but it was not issued because of the uncertain currency system. In the first month of the 34th year of Guangxu's reign (1908), three kinds of silver circles of "one circle", "two corners" and "one corner" were rebuilt. Although their quality and weight were standardized, in the case of undetermined currency system, it was futile to increase a currency with a high market price but no unified ability to restore the lost credit with an unorganized plan.
銀幣光緒元寶1898年發行，成色為91％。正面鑄有銘文，頂部鑄楷體“造幣總廠”，底部鑄“庫平七錢二分”標識，中心直讀“光緒元寶”四字，幣中心還有四字直讀體滿文。銀幣背面外圈頂部“光緒年造”楷體銘文，余部用小號英文標準字體銘“大清帝國銀幣”字樣，內圈鑄有正面騰云五爪龍一只，品相稍嫌粗糙，其審美風格獨持，錢幣正面鮮然可見滿漢文化的融合，而錢背卻明確標示了西方文化的介入。錢幣雖小，也可管窺社會文化一斑。

此枚造幣總廠光緒元寶銀幣正面中央珠圈內鑄滿漢文“光緒元寶”四字，珠圈外上鑄漢文“造幣總廠”四字，下鑄“庫平七錢二分”， 正面“光緒元寶 ”以及所有文字的筆劃中均藏有圓點形暗記，絲毫不影響文字書法的大氣沉穩。背面中間鐫蟠龍圖，外圍鐫英文。刀口深峻，連貫，一氣呵成，背龍立體感極強，龍睛內視龍珠，龍鱗龍尾栩栩如生，龍尾圓點形暗記規則而不影響其王者風范，該銀幣乃清代戶部鑄造的著名珍稀銀幣之一。

The back dragon has a strong three-dimensional sense. The dragon eye looks at the dragon ball inside. The dragon scale and tail are lifelike. The dot shape of the dragon tail is a secret record of the rules without affecting the king's style. This silver coin is one of the famous rare silver coins cast by the Qing Dynasty's household.
