1911年辛亥革命，清朝皇帝宣統(tǒng)帝宣布退位，同時(shí)也結(jié)束了兩千多年的封建社會(huì)，1912年元月，中華民國成立，國父孫中山就任中華民國，取樣清代銅幣模本，鼓勵(lì)鑄造紀(jì)念幣——中華民國開國紀(jì)念幣。湖南省造雙旗當(dāng)制錢二十文，就是產(chǎn)生于這一歷史時(shí)期。

該幣包漿熟舊，銅幣正面：上緣為“宣統(tǒng)三年”四字，下緣為“百枚當(dāng)銀幣一圓”七字，中間為珠紋圈，圈內(nèi)有雙嘉禾紋及豎“十文”二字。背面：外緣為豎讀“大清銅幣”四字等距分布，中間連珠紋圈，圈內(nèi)為一蟠龍紋。整體觀之，制作精細(xì)，造型規(guī)整，圖案設(shè)計(jì)簡(jiǎn)潔大方。
