東三省制造銀元總局前身是始建于公元1896年(清光緒二十二年)的奉天機器局。公元1898年(光緒二十四年)，奉天機器局開始正式制造一元、五角、二角、一角和半角銀幣，并在市面上流通。沙俄侵占奉天(沈陽)時，機器局被焚毀。公元1902年(光緒二十八年)，經盛京將軍增祺向俄方交涉，方將機器局交還奉天當局，后將機器局與造幣廠分開，設立奉天制造銀元總局，對殘損機器重新修復，于1903年7月恢復生產，因當時局勢動蕩鑄造量不大!現如今存世量極其稀少，猶如鳳毛麟角!

東三省造光緒元寶庫平七錢二分，系光緒三十三年(1907年)新任東三省總督徐世昌到任后，向清廷奏請鑄造在東北三省通用的銀元，由戶部天津造幣總廠代鑄。銀幣錢面珠圈中滿漢文“光緒元寶”四字,上端鐫“東三省造”四字，下端鐫幣值“庫平七錢二分”，左右各飾一圓點;銀幣背面中心為蟠龍圖案，左右兩端分別鐫一個突出的圓點。該幣品相精致，其審美風格獨持，包漿入骨，熟舊自然，深打字口清楚，流通痕跡明顯，邊齒過關，龍鱗清晰，它有著歷史熏陶，是價值很高的革命文物，具有深遠的歷史紀念意義，投資價值和收藏價值極高。
