晚清光緒十三年(公元1887年)，兩廣總督張之洞，為維護(hù)清政府的統(tǒng)治，根據(jù)清政府的財(cái)政情況及對外貿(mào)易的需要，奏請清政府，主張自行鑄制銀元“龍洋”。獲準(zhǔn)后，于光緒十五年(公元1889年)，在廣東設(shè)廠開始制造廣東省光緒元寶，到光緒十六年(公元1890年)，廣東省光緒元寶進(jìn)入市面開始流通。隨后，張之洞調(diào)任湖廣總督，緊接著湖北省立馬步廣東省之后塵，于光緒二十一年(公元1895年)，開設(shè)造幣廠制造湖北省光緒元寶。與此同時(shí)，天津的北洋機(jī)器局也開始制造銀元。見此情況，清政府的一些御史官員先后奏請清政府準(zhǔn)許各省仿效廣東、湖北兩省。在清政府“各省一律鼓鑄”的圣旨下后，各省聞風(fēng)而動，仿效廣東、湖北兩省，爭先恐后的競相設(shè)廠制造本省的光緒元寶。
