辛亥革命后，清朝宣統皇帝宣布退位，持續兩千多年的封建制度轟然落幕，孫中山被推選為中華民國臨時大總統。中民國成立時，由于幣制尚未建立，除四川改鑄大漢銀幣，福建改鑄中華元寶外，主要的造幣廠，大都仍沿用前清鋼模鑄造銀幣，以供流通需要。由于幣制混亂，臨時政府財政部長陳錦濤呈文大總統孫中山，鼓鑄十萬元紀念銀幣以為整頓。湖南省造雙旗當制錢二十文，就是產生于這一歷史時期。本文主要介紹一枚雙旗幣。

此枚雙旗幣久經滄桑，有流通過的痕跡，錢幣正面線圈內為雙旗圖案，雙旗為鐵血十八星旗和五色旗，兩面旗幟左右交互，中系結帶。鐵血十八星旗是武昌起義勝利的標志十八顆星為十八個行省，以此代表全國。武昌義旗一舉，各省云起響應，一場全國規模的反清革命運動迅速興起，最后導致清王朝的終結。五色旗是中華民國國旗，是中華民國第一面法定國旗。上環中文“湖南省造”，下環中文“當制錢二十文”，左右鑄有長枝花飾。錢幣背面線圈內為嘉禾圖案，上環英文“中華民國”，下環英文“二十文”。
