光緒三十四年(1908年)天津造幣總廠鑄造。八國(guó)聯(lián)軍于1900年入侵天津，北洋機(jī)器局所屬的生產(chǎn)機(jī)制錢幣的“寶津局”被焚毀，于光緒二十八年(1902年)接任李鴻章出任直隸總督兼北洋大臣的袁世凱上任伊始即命候補(bǔ)道周學(xué)熙赴日考察“工商幣制”，并在回國(guó)后成功創(chuàng)辦北洋銀圓局，對(duì)于當(dāng)時(shí)天津地區(qū)的經(jīng)濟(jì)復(fù)蘇和充實(shí)北洋政府財(cái)政起到了積極作用。

清政府欲將鑄幣權(quán)收歸中央以統(tǒng)一幣制，于光緒二十九年(1903年)決定由時(shí)任直隸總督兼北洋大臣的袁世凱負(fù)責(zé)在天津籌建國(guó)家造幣廠“鑄造銀錢總局”，由徐世昌總領(lǐng)籌建事宜。1905年更名為“戶部造幣總廠”。1906年，北洋銀元局(又稱天津機(jī)器局鑄錢局)并入戶部造幣總廠。1908年戶部更名為度支部，戶部造幣總廠隨之更名為度支部造幣總廠。

造幣總廠銀幣，在清代銀元中知名度較高，主要因?yàn)辇埖乃囆g(shù)造型優(yōu)美，氣勢(shì)磅礴 ，騰云駕霧，工藝精湛，可以說(shuō)是清代銀幣鑄造中的一個(gè)高峰。雖然所鑄造的銀元 枚數(shù)遺留下來(lái)不多，但版別設(shè)計(jì)卻非常豐富，是其他銀幣鑄造所不能攀比的。銀幣正面中央珠圈內(nèi)鐫滿漢文“光緒元寶”四字，珠圈外上鐫漢文“造幣總廠”四 字，下鐫漢文幣值“庫(kù)平一兩”。銀幣背面中央珠圈內(nèi)鐫蟠龍圖，珠圈外上端鐫漢 文“光緒年造”，左右和下端環(huán)鐫英文“TAI-CHING TI-KUO SILVER COIN”，中文 譯為“大清帝國(guó)銀幣”！
