“軍政府造四川銅幣”是辛亥革命時期的產物。1911年12月發生“成都兵變”，以尹昌衡、羅綸為正副都督的四川軍政府取代了成立僅12天的大漢四川軍政府。由於在“成都兵變”中，原四川藩庫、大清銀行、浚川源銀行及各票號、錢莊、商店皆遭亂兵搶劫一空，新的四川軍政府成立之後即面臨著需用日繁、度支日絀的財政困窘局面。軍政府迅速接管了四川成都造幣廠，決定鑄造“四川銅幣”以應急。民國元年(1912年)4月，四川成都造幣廠奉四川軍政府之命，開模鑄造“軍政府造四川銅幣”(也稱“漢”字銅元)。
