1915年12月12日，袁世凱宣布接受帝位，復辟帝制，廢除共和政體，改中華民國為中華帝國，廢除民國紀年，改民國五年（公元1916年）為洪憲元年，史稱"洪憲帝制"。是年設計鑄造了袁世凱高纓像中華帝國洪憲紀元飛龍銀幣。該幣由意大利雕版師魯爾智·喬治雕模，天津造幣廠鑄造。銀幣的規格為庫平七錢二分，成色高，含銀量為90%。
