1915年12月12日,袁世凱宣布接受帝位,復辟帝制,廢除共和政體,改中華民國為中華帝國,廢除民國紀年,改民國五年(公元1916年)為洪憲元年,史稱"洪憲帝制"。該年設計鑄造了袁世凱高纓像中華帝國洪憲紀元飛龍銀幣。該幣由意大利雕版師魯爾智·喬治雕模,天津造幣廠鑄造。洪憲紀元飛龍幣銀幣沒有面值,不參與流通,所以鑄量稀少,是袁世凱稱帝時用來賞賜王公大臣的紀念幣,由于那段歷史并不光彩,遭到天下唾棄,飛龍紀念幣在洪憲帝國滅亡后被追繳熔毀,原本鑄造量并不多的飛龍銀幣又遭此熔毀厄運,這也正是今天留存下來的飛龍銀幣數量稀少市場火熱的原因。洪憲紀念幣是近代中國錢幣中的精品,有著歷史熏陶,是價值很高的革命文物,具有深遠的歷史紀念意義。
