清光緒二十八年(1902年),袁世凱接任李鴻章出任直隸總督兼北洋大臣。當(dāng)時(shí)的天津剛剛經(jīng)歷了浩劫,社會(huì)混亂,經(jīng)濟(jì)衰退,物價(jià)不穩(wěn),流通嚴(yán)重不足,錢莊銀號(hào)紛紛倒閉。要想穩(wěn)定社會(huì),安撫民心,必先整頓金融,增加投放,統(tǒng)一幣制。

于是袁世凱上任伊始,為解決當(dāng)時(shí)市面流通制錢極度缺乏的境況,便責(zé)成周學(xué)熙創(chuàng)建“北洋銀元局”(全稱“北洋鑄造銀元總局”),鑄造銀元和銅元。周學(xué)熙迅速組織人員在戰(zhàn)后廢墟上,挖掘“寶津局”被戰(zhàn)火損壞掩埋的設(shè)備,加以修復(fù),在直隸總督衙門附近、原李鴻章淮軍護(hù)衛(wèi)營(yíng)舊址建起了“北洋銀元局造幣廠”,周學(xué)熙任總辦(相當(dāng)于局長(zhǎng)和廠長(zhǎng))。光緒二十八年十一月十六日(1902年12月15日)該廠正式開鑄,命名“北洋鑄造銀元總局”。
