光緒二十二年(1896年)正月,江南總督(轄江蘇、安徽、江西等地)劉坤一,以“因制錢缺乏,不敷周轉,洋元行銷,利權外益”為由,上奏朝廷,獲準在江南設局鑄造銀元,遂撥款向英國和德國購置造幣設備,在南京西水關內云臺閘南岸,沿河收買基地,繪圖興建廠房。次年6月,劉世芳受命帶領工人去湖北銀元局學習造幣技術,并招募造幣工人。10月初,廠房全部竣工,建成東西兩個廠,東廠鑄造銀元,西廠則專鑄制錢,設“江南鑄造銀元制錢總局”,管理兩廠的日常事務。同年10月28日,東廠鑄造大小不等的五種無紀年“光緒元寶”銀元。此后依次開鑄戊戌、己亥、庚子、辛丑、壬寅、癸卯、甲辰、乙巳等干支紀年銀元。
In the first month of the 22nd year of Guangxu's reign (1896), Liu Kunyi, the governor of Jiangnan (governing Jiangsu, Anhui, Jiangxi and other places), played the court on the grounds of "lack of money, insufficient turnover, foreign yuan marketing, and profit-making rights and external benefits". He was allowed to set up a bureau in Jiangnan to cast silver dollars. Therefore, he appropriated money to purchase money making equipment from Britain and Germany, and built factories in the South Bank of Yuntai gate in xishuiguan, Nanjing. In June of the following year, Liu Shifang was ordered to take the workers to Hubei silver dollar bureau to study the coinage technology and recruit the coinage workers. At the beginning of October, all the factories were completed, and two factories were built. The East factory made silver coins, while the West Factory made silver coins. A "Jiangnan General Bureau of making silver coins" was set up to manage the daily affairs of the two factories. On October 28 of the same year, five silver coins of different sizes were cast in Dongchang. After that, silver coins were successively cast in Wuxu, Qihai, gengzi, xinchou, renyin, guimao, Jiachen and Yisi.
