Yuan Shikai, born in Xiangcheng, Henan Province, is a famous political figure in modern Chinese history. After the 1911 Revolution, the Republic of China was founded, and Yuan Shikai was awarded the title of Grand Marshal of the sea army. Grand Marshal is an honorary title, not an official rank. On December 12, 1915, Yuan Shikai announced that he would accept the throne, restore the monarchy, abolish the republic system of government, change the Republic of China into the Empire of China, abolish the chronology of the Republic of China, and change the five years of the Republic of China into the first year of Hong Xian, which is known as "Hong Xian monarchy". Yuan Shikai's flying dragon coin of Hongxian era was designed and minted. On March 22, 1916, Yuan Shikai announced the abolition of the imperial system and died more than two months later. The issue of Fei Long coins ceased. Although the Dragon coins are short-lived, they are the witnesses of Yuan Shikai's restoration of imperial system.
It was struck by Luigi Giorgi, an Italian sculptor, at the Tianjin mint, in both the regular and the signed forms. At the time of presentation, there was an abbreviation of "l.giorgi" in the lower right of the statue of yuan. The officials of the Ministry of Finance saw it as a great uproar, saying that it must be mistaken for the portrait of George in the later generations. Therefore, the signature which is customary in the West was removed at the time of issuance. Because of its exquisite carving, the signature plate is very popular among all walks of life. After that, it was made into 100 pieces, which were given to important staff and friends, but it was not shown.
