辛亥革命勝利后，1912年2月清朝宣統黃帝宣布自行遜位，北洋軍閥袁世凱贊同共和后，根據臨時政府的諾言，孫中山辭去中華民國臨時大總統之職。三月袁世凱在北京就任中華民國臨時大總統。民國元年(公元1912年)，意大利雕刻師喬治受聘于天津造幣廠，鐫刻模具，由天津造幣廠鑄造了袁世凱著軍裝高櫻冠正面像中華民國共和紀念銀幣。民國二年(公元1913年)十月十日，袁世凱正式就任大總統，同時發行此幣。
