辛亥革命以后，袁世凱就任“臨時大總統”之職，后又成為正式大總統。當時，為了鞏固國內政局穩定，發展民族經濟，也為“制憲”和“稱帝”作準備，于是發布《國幣條例》，毅然決定在全國“統一幣制”。
