徐世昌，清末、北洋政府官僚，北洋政府總統，字卜五，號菊人，又號濤齋，直隸天津（今河北）人。1879年徐與袁世凱結為盟兄弟，得袁資助北上應試。先中舉人，后中進士，授翰林院編修。1897年袁世凱在小站練兵時，成為袁的重要謀士，此后累獲擢升。1907年東北改設行省，徐被任命為東三省總督，曾多所舉措，冀能鞏固清政府在東北地區的統治。1911年5月，清廷設皇族內閣，徐任協理大臣。辛亥革命爆發，徐力主起用袁世凱鎮壓革命。同年11月袁組織責任內閣，徐改任軍諮大臣、加太保銜。
