中外通寶發行時間非常早，發行時間跨度又極為短暫。中外通寶發行于咸豐年間，委托英國政府在香港鑄造，是當時上海開阜通商是發行用對外的貿易銀幣，方便對內外征收關稅，采用海關計量單位發行，后因二次鴉片戰爭和義和團運動導致停鑄。
有關中外通寶銀幣的鑄造情況，錢幣學界目前存在著三種說法：一種說法認為，中外通寶銀幣系咸豐四年(1854)上海江海關成立，當局委托外國先進造幣廠鑄造；另一種說法認為，中外通寶銀幣是英國造幣廠代上海所鑄之專作納稅用之銀元，咸豐八年(1858)就有發現；還有一種說法則認為，中外通寶銀幣是朝鮮高麗高宗21年(1884)典圓局所鑄，但不知所據。
此枚中外通寶關平壹兩銀幣，正面內圈橫書右左讀“關平”，直書“銀壹兩”，外圈有直讀“中外通寶”四字；背面內圈為太極八卦陰陽圖，圖中有一邊是凸起網狀紋，且紋路清晰，如刀刻所成，鑄造工藝神乎其技，外圈雙龍，首尾相連，且龍身紋路精美，看上去仿佛是一幅畫，極其瑰麗，美得動人心魄！
