簡介：關(guān)于黑龍江省造光緒元寶庫平七錢二分銀幣，目前泉界頗有爭議。主要爭議的焦點(diǎn)在于，一是 “僅見黃銅樣幣”說，否定銀幣存世；二是銀幣存世，但又有2種觀點(diǎn)：代鑄說（湖北銀元局代鑄銀幣說、吉林銀元局代鑄銀幣說、國外代鑄銀幣說）、自鑄說（黑龍江省自設(shè)銀元局鑄造銀幣）。
At present, there is a controversy in the spring circle about the seven-cent silver coin in the treasure house of Maoguang Xuyuan in Heilongjiang Province. The main points of controversy lie in the following: first, the theory of "only brass-like coins" denies the existence of silver coins; second, the theory of "silver coins" exists, but there are two views: the theory of "generation coins" (the theory of "generation coins" of Hubei Yinyuan Bureau, Jilin Yinyuan Bureau, the theory of "generation coins" of foreign countries), and the theory of "generation coins" (Heilongjiang Province set up the silver yuan Bureau to make silver coins).
據(jù)史料記載，光緒二十二年（1896年）三月，黑龍江將軍恩澤等以“為黑龍江省制錢異常缺乏”為由，共計(jì)2次聯(lián)名上奏朝廷請(qǐng)求由湖北銀元局代鑄銀幣，同年四月獲批后準(zhǔn)備代鑄事宜。但光緒二十四年（1898年）四月恩澤奏請(qǐng)“購買機(jī)器，自行鼓鑄”，經(jīng)朝廷批準(zhǔn)后即派員赴上海購買鑄幣機(jī)器在黑龍江籌建銀元局。光緒二十五年（1899年）六月恩澤等再次上奏朝廷“請(qǐng)撥款設(shè)局鼓鑄銀元”，但清廷則指示不要另行設(shè)局，“就近由吉林搭鑄”（即改由吉林代鑄）。光緒二十五年（1899年）十二月十四日，恩澤等人又上奏朝廷請(qǐng)求自鑄銀元，但清廷批復(fù)要求先自行考察后，“再行復(fù)議”。恩澤尊旨深入考察后又于光緒二十六年（1900年）三月再次上奏朝廷提出相關(guān)理由，指出“蓋非多鑄不能流通，非設(shè)局不能多鑄”，并明確提出“所有江省銀元咨宜自鑄”的建議。光緒二十六年（1900年）四月初四，清廷終于批復(fù)同意黑龍江省自行設(shè)局鑄制銀幣。然而光緒二十六年（1900年）八月初四俄軍侵入黑龍江省，對(duì)黑龍江省銀元局籌建和鑄幣工作造成了影響和破壞，所有檔案資料都被毀于一旦。至此，黑龍江省造光緒元寶銀幣就此停鑄終止。據(jù)此史實(shí)可知，黑龍江省造光緒元寶庫平七錢二分銀幣應(yīng)該于1900年4月至1900年8月期間由黑龍江省自行設(shè)局鑄制銀幣，并開始短暫流通，數(shù)量稀少，存世極罕。

“光緒元寶”是中國近代機(jī)制幣中的十大名譽(yù)品之一，黑龍江省造光緒元寶庫平七錢二分銀幣系黑龍江造幣廠于光緒二十六年(1900)鑄造。此幣 重：26.2g 直徑：38.65mm，銀幣正面中央珠圈內(nèi)鐫滿漢文“光緒元寶”四字，圈外上端鐫“黑龍江省造”，下端鐫幣重“庫平七錢二分”，左右兩側(cè)分鐫一個(gè)長六花星。銀幣背面中央鐫一個(gè)坐龍，上端鐫英文“黑龍江省造”，下端鐫英文幣重“庫平七錢二分”，左右兩側(cè)分別鐫一個(gè)太陽花星。該銀幣與黃銅精鑄的試鑄樣幣背面比較可以說分毫不差，與湖北省代制之銅鑄試鑄樣幣正面比較仿佛是一個(gè)模板制作出來的。此銀幣和樣幣設(shè)計(jì)精美，鑄工精良，具有重大的歷史研究價(jià)值及文化藝術(shù)價(jià)值，對(duì)研究清代黑龍江銀幣更加具有不可估量的意義。而且存世量極為稀少，是錢幣收藏界知名度極大的一種，被譽(yù)為錢幣精品，具有無法估量的學(xué)術(shù)與歷史價(jià)值。
"Guangxu Yuanbao" is one of the ten reputable products of Chinese modern machine-made coins. Heilongjiang Province's "Guangxu Yuanbao" treasure house "Ping Qian Di Silver coin" was minted by Heilongjiang Mint in Guangxu 26 years (1900). The weight of the coin is 26.2g: 38.65mm in diameter. The four characters of "Guangxu Yuanbao" in Chinese are inscribed in the Pearl circle on the front of the silver coin. The upper end of the circle is inscribed "Made in Heilongjiang Province". The lower end is inscribed with the weight of "Kuping 7 cents and 2 cents", and the left and right sides are inscribed with a long six-flower star. On the back of the silver coin, there is a dragon sitting in the middle, with the English word "Made in Heilongjiang Province" at the top and the English coin weighing "seven cents in Kuping" at the bottom. On the left and right sides, there is a sunflower star. The silver coin has no difference from the back of the sample coin of brass precision casting, and the front of the sample coin of brass precision casting in Hubei Province seems to be made from a template. This silver coin and sample coin are exquisitely designed and well minted. They have great historical research value and cultural and artistic value. They are of immeasurable significance to the study of Heilongjiang silver coin in the Qing Dynasty. Moreover, the stock of coins is extremely scarce, which is one of the most well-known coin collecting circles. It is known as a fine coin and has immeasurable academic and historical value.
