1935年11月，國民黨政府宣布實行法幣政策，禁止銀元在市面流通。隨后發行可在市場上流通的21種版別的鎳幣；但其實早在1935年初，民國政府已經委派美國費城造幣廠鑄造伍分，拾分，廿分的鎳幣每種11枚，送交國民政府呈遞樣品。國民政府時期制幣事宜多與美國方面往來，如中央造幣廠之籌建，開工后之管理等皆得力于美方。「船洋」模具自始至終，全數由費城造幣廠供應。民國二十四年鎳幣試制亦由該廠為之，民國二十五年起由上海中央造幣廠生產。
