辛亥革命以后，袁世凱就任“臨時大總統(tǒng)”之職，后又成為正式大總統(tǒng)。當(dāng)時，為了鞏國內(nèi)政局穩(wěn)定，發(fā)展民族經(jīng)濟，也為“制憲”和“稱帝”作準備，于是毅然決定在全國“統(tǒng)一幣制”。是年(民國3年，即1914年)，制定了“中華民國國幣條例”，于是大量收購舊幣，在天津造幣總廠和武昌、廣州、南京等分廠按規(guī)格、重量等鑄造袁世凱頭像銀幣，全國通用，逐漸取代了“大清銀幣”等銀幣。
