民國三年(即1914年)國民政府為了統一幣制，規定了民國三年袁大頭一元銀幣為本位幣，其標準重量為七錢二分，成色銀九銅一，統一由天津造幣廠鑄造(后在南京、廣東、誤差、甘肅造幣廠陸續鑄造)，并統一流通。幣值有一元、半元、二角、一角等面值的袁大頭。當時，為了鞏固國內政局穩定，發展民族經濟，也為"制憲"和"稱帝"作準備，于是發布《國幣條例》，毅然決定在全國"統一幣制"。
