天津造幣廠鑄造。銀幣的規格為庫平七錢二分，成色高，含銀量為90%。
洪憲飛龍銀幣正面為袁世凱九分臉正面及胸像，面部稍左側。袁世凱身著大元帥服，頭戴鷺羽高纓冠，胸前佩戴大勛章。背面中央為飛龍圖案，上面鐫“中華帝國”4字，下面鐫“洪憲紀元”4字，齒邊。袁世凱接受帝位后，開始大肆封官賜爵，改總統府為新華宮，準備于1916年元旦正式登基。袁世凱的倒行逆施激起了全國人民公憤。一時間反帝制運動席卷全國。1915年12月25日，唐繼堯、蔡鍔、李烈鈞在云南宣布獨立，討伐袁世凱背叛共和，護國戰爭爆發。袁世凱稱帝的丑行使得北洋統治集團分崩離析，西方列強也表達了反對袁世凱稱帝的立場。袁世凱眾叛親離，內外交困，被迫在一片反對聲中，于1916年3月22日宣布取消帝制，共做了83天沒有正式登基的皇帝夢，于兩個多月后的1916年6月6日病死。袁世凱復辟帝制是歷史的倒退，是中國近代史上的大事件。袁世凱稱帝僅83天，在中國歷史上，極其短暫。飛龍銀幣正是這一特殊歷史事件的重要見證!
洪憲飛龍幣分為普通版，英文L簽字版，英文J簽字版，三個版別。由于發行時間短，發行量極少，且袁世凱想要恢復“中華帝國”，想要稱帝極大的違背了國情與民心，飛龍幣在很大程度上不被老百姓接受。經過幾十年戰亂，回收重鑄，飛龍幣存世量極為稀少，英文簽字版真品的就更是難得一見。
